LETTER: Councils are both wrong

I have read in The Voice that SHDC planning department are contesting a non change of use application for a caravan site at Sutton St James.
Perhaps the person who owns the land might be interested to know that Holbeach Parish Council opened a dog exercise pen on Park Road without submitting a change of use application, without any follow up or action by SHDC, three years ago.
The parish council at that time claimed the pen was part of the park, so no application was needed.
This, of course, is completely untrue as you cannot access the pen from within the park area, the access gate is permanently locked and has been since the pen opened.
Currently the park and cemetery are locked and unlocked each and every day, whereas the pen is open 24 hours a day every day, so it is obviously not part of the park and never has been.
The land owner at Sutton St James could and should consider if this is a case of discrimination, as his or her action is being treated differently by SHDC for doing nothing more than Holbeach Parish Council’s non application.
Don’t give up, the councils are both wrong.
