Four men were arrested on Friday (May 18) after police intercepted a lorry at an A16 lay-by.
A police spokesman said after a tip-off, three Middle Eastern men were arrested on suspicion of entering the UK illegally.
A man in his 40s, who was driving the lorry, was also arrested and has been released under investigation.
The spokesman said: “If these men are found to be illegal immigrants the Home Office will take over matters.”
Inspector Gareth Boxall added: “Whilst we work regularly with Immigration Officers to enforce these laws, we have the utmost empathy for the circumstances that lead people to make these desperate journeys to the United Kingdom.
“Our officers always strive to deal with these incidents with compassion and understanding.
“We work hard to gather evidence against the real criminals who facilitate these journeys and ultimately profit from other people’s desperation and misery.”
