Down in the dumps on litter

Work is to be carried out to stop people dumping at a fly-tipping grot spot, but there is criticism that nothing is being done at a site in Spalding because of a ‘lack of evidence’.

Issues including a drop in the number of littering prosecutions was brought up at last week’s meeting of South Holland District Council.

Coun Ingrid Sheard said she found it ‘ridiculous’ that no action had been taken at Spalding’s Winsover Road.

“I’m getting more and more complaints about it and it has been ongoing for a very long length of time,” she said. “Surely there’s got to be a resolution to this.

“It’s getting worse so what we are doing is not working.”

Coun Anthony Casson, the portfolio holder for environmental services, responded that the enviro-crime team the council hires ‘do regular visits down there’.

“I’m sorry to say they haven’t found any evidence so they can’t prosecute anybody,” he continued. “They have to find evidence to be able to do so.

“I agree, it’s a mess down there, but Kingdom can’t do anymore than what they are.”

Coun Sheard responded that she would be happy putting video cameras on the street, and also raised concerns about rubbish being left outside The Sessions House in Spalding.

“It’s ridiculous to say we can’t do anything on the ground. In view of the length of time this has been going on it’s unbelievable we haven’t been able to do something like this.”

Coun Casson also told the meeting that Kingdom ‘have a job recruiting people’.

It followed what the council said was a significant drop in fixed penalty notices being handed out between the first two quarters of this financial year.

Coun Casson said Kingdom currently allocated two people to South Holland, though it should be three.

“When they are down, to keep the numbers up, there’s officers from Boston and East Lindsey who come and make the numbers up,” he said. “They’re still doing regular patrols.”

Coun Casson did say that one particularly large fly tip was due to be cleared up soon, and measures made to stop it happening again.

The land off South Drove just outside Spalding has long been a dumping ground.

Coun James Avery asked if the district council could put pressure on the Welland and Deepings Internal Drainage Board, which owns the land, to act.

“It’s been an issue there for many years,” said Coun Casson. “For quite a number of years they’ve let it to Lincolnshire County Council on a very small rent for putting stone and there.

“Now the county council doesn’t want it, they should be reinstating it back to the drainage board.

“I’m pleased to say the drainage board will be cleaning all the rubbish up and they’re scraping all the stone off and making a bund all the way down the road so nobody can get there.”
