Anger after ‘lenient’ exposure sentence

The family of a 14-year-old girl who was left distressed after an exposure by a Spalding man has criticised his sentence after he escaped jail.

At Lincoln Crown Court on Friday, December 8, Paul Raymond Stubbs, of Beech Avenue, pleaded guilty to the charge of indecent exposure on May 31 earlier this year on Church Street, Spalding, and of separate charges of making 13 indecent images of a child.

The 54-year-old was given a community order for three years which involves taking part in a sex offenders treatment programme with a 30 day rehabilitation activity requirement.

Stubbs was placed on the sex offenders register and a sexual harm prevention order was made, both for five years.
The family of the victim, who can not be named for legal reasons, say the sentence is too lenient and the victim was traumatised and distressed by the incident.

A spokesman for the family said: “We are at best disappointed with the decision.

“Whilst the police did a superb job, the courts have not exactly covered themselves with glory in the family’s opinion.

“Throughout the first hearing Mr Stubbs showed no remorse whatsoever.

“It is clear he doesn’t see his actions as wrong. We think he represents a danger to girls and we are seeking reassurances from the court as to the restrictions to the rules of the order he has to serve.”

DC Matt Nottidge, of CID, at Boston, said: “The actions of Paul Stubbs had a profound effect on the victim leaving her feeling unsafe and in danger.

“Anyone who had come across Paul Stubbs that day would have been subjected to his utterly disgraceful behaviour.

“The victim in this case was extremely brave to come forward and give her evidence.”
