LETTER: Utter chaos (again) over driving licence change

Why is it that when the Government tries to implement a different procedure or introduce a new one, utter chaos ensues?

Take the green paper part of our driving licence.
Years ago I applied for the small credit card size plastic one, which included a photo of the holder as we were told this was going to make our lives easier and it would save carrying round the large green paper licence.

So off we went on our holiday and were refused a hire car as we only had our new plastic ones and all the hire companies wanted the paper one.

On the television, someone from the Department of Transport was saying now is the time to get rid of your paper licence as it is no longer a legal document and it will be so much easier for us as we will only have to carry our plastic one.

Until pushed by the interviewer about hire cars, we were told we have to go online to download a document which would show any endorsements we had and if our current licence was valid.
This document was numbered and was only valid for 48 hours, then you would have to apply again.

So now we don’t have to carry our green paper licence, just another piece of paper if we wish to hire a vehicle.
Also the Government announced that people who did not work could transfer some of their tax allowance to their spouse.

Utter chaos ensued as the website was so complicated and helplines just cut you off as their lines were “so busy”.
But one of the documents you had to supply to prove who you were was the green paper driving licence.
You could not make it up!
