Evidence of fraud and smuggling to be presented at Holbeach premises licence review

A premises licence hearing has been scheduled for Thursday (Jan 19), where claims relating to fraud and smuggled goods at a Holbeach pub will be heard.

A panel of the committee of the licensing authority will meet at South Holland District Council to consider an application to review the licence of The Chequers Hotel, in High Street.

A notice of the application for the review, made by Lincolnshire Police, stated: “Evidence is being submitted in relation to fraud, keeping or allowing to be kept smuggled goods on the premises, unauthorised licensable activities, lack of duty to keep and produce the premises licence.”

The application to review the premises licence relates to the prevention of crime and disorder, public safety, the prevention of public nuisance and the protection of children from harm, a report to the panel said. Representations have been made by Trading Standards and South Holland’s own licensing team.

The panel’s options include suspending or revoking the licence. Its decision can be appealed.

The premises licence has been held since June 2009. Directors of the company are Mark Andrews and Chony Andrews.

Designated premises supervisor was Janis Mulgrave but she withdrew from her position in December and notification was given all alcohol had been removed from the premises and it would be closing, the report said.

An inspection on November 30 uncovered licence breaches including no CCTV covering the bar, no on-site trained first aider and no evidence of a proof of age system in active use.

The report said: “Based on the observed breaches of conditions and the review application and supporting evidence from the police, it appears the current operation of the premises is not promoting the licensing objectives.”
