Fresh premises licence bid for Spalding property

A fresh application has been made for a premises licence for the former China City Restaurant in Winsover Road.

The property is currently being altered in preparation for it opening as a general store. Previously, Karwan Ahmad had applied to South Holland District Council for permission to sell alcohol.

But Mr Ahmad had his premises licences for neighbouring stores Winsover and Baltic revoked after thousands of smuggled cigarettes were found during a police raid.
Subsequently, his application for the former Chinese restaurant was dropped.

Now Hassan Khoshparwar, a personal licence holder with Birmingham City Council, has submitted an application for permission to sell alcohol from 6am to midnight.
Representations about the application must be made by March 24. The necessary form can be obtained here and then emailed to [email protected]. Alternatively, it can be posted to Licensing Team, South Holland District Council, Priory Road, Spalding, Lincs, PE11 2XE. This is also the address for letters, which must be signed.

  • Last month The Voice urged the council to consider introducing a cumulative impact policy, which would make the presumption against granting new licences in a designated area. We say the current number has had a significant effect on at least one of the four licensing objectives – prevention of crime and disorder. The council vowed to “gather data to determine whether such a scheme is appropriate”.
