A new Spalding Parish Council looks set to be created.

South Holland District Council is being recommended to create the new authority which will oversee 22,000 people after an election in May 2027.

The town is unusual in not having such a council, with the district council overseeing many of the roles that would usually be carried out by a town or parish council.

But the government is proposing to abolish district councils.

That’s why SHDC formed a task group to look at whether it should set up a parish or town council for Spalding.

It is suggesting a parish council made up of 19 members.

The wards and members elected for them would be Castle (2), Monkshouse (4), St John’s (3), St Mary’s (3), St Paul’s (3) and Wygate (4).

The wards would match the existing ones for those elected from the town to the district council.

SHDC members will vote on the proposal at its meeting next Wednesday (May 13).

A report to it from the task group says it received 173 responses to consultation of which 146 supported the creation of a parish council while 126 preferred having one council rather than several smaller parish authorities.

The report states: “A single council will ensure that Spalding residents have a unified voice and avoid the complexity and duplication that would arise from multiple smaller councils.

“The final proposal of 19 councillors reflects national guidance and benchmarking while balancing effective governance with manageable council size.

“Detailed modelling of elector-to-councillor ratios across proposed wards demonstrates that this number provides reasonably balanced representation while maintaining manageable workloads for councillors.

“The recommendation that the first elections for the proposed new and revised electoral arrangements be held in May 2027 ensures alignment with the ordinary parish council electoral cycle.”
