Off licence for village shop

A new shop in a South Lincolnshire village will be able to sell alcohol after being granted permission.

Members of the district council’s licensing committee met on Monday to discuss the application by Pinchbeck Stores.
The former Paul Hammond and Sons building in Church Street was successful in the application.
The shop will need to have CCTV and staff will have to be trained as a result of conditions attached to the approval.
The police requested the camera system including externally as well as inside the premises.
The police also insist that staff are properly trained in relation to the sale of alcohol and written records of the training have to be kept.
In a response to an objection by Coun James Avery, the applicant said the primary operation is a grocery store with alcohol sold as an ancillary to the main business.
There were several objections to the application, relating to potential anti-social behaviour, traffic and parking among other things.
Objections were also lodged on the grounds of crime prevention and public safety.
Coun Sally Slade objected to the sale of alcohol and said it would be an ‘extra risk to crime and disorder.’
The operators voluntarily offered to restrict the alcohol sales to 10pm.
The panel granted the licence subject to the business operating from 8.30am and 5.30pm and the supply of alcohol from 10am to 5.30pm.
The panel chairman issued a statement after the meeting which said that some of the objections were ‘speculative’ and had little weight in terms of the licensing objectives individually.
“However, collectively they has some relevance and in terms of public safety and prevention of public nuisance the panel considered that the conditions agreed with the police, and the reduced opening times would address these issues.”
