Waiting ban plan is to be parked

A decision on whether to restrict the number of cars parking on a Pinchbeck road has been deferred for six months amid claims a previous business owner was responsible for causing the issues there.

Coun Elizabeth Sneath had requested measures be put in place on Edison Court off Enterprise Way over concerns parked vehicles were stopping HGVs from getting through.

Lincolnshire County Council proposed that a no waiting zone be imposed with some spaces for cars to have limited parking.

There were nine objections with nearby businesses worried that the parking restrictions could affect them.

The authority’s Planning and Regulation Committee were due to rule on it on Monday, but Coun Angela Newton put forward a proposal for deferment which was backed by the councillors.

“We’ve done some surveys and understand since the recommendations were made the premises that caused most of the issues has changed hands and there’s a new owner of the garage site,” Coun Newton said. “We believe the previous owner was parking untaxed vehicles on the road for quite a long time. That really caused the problem.

“Now that business has changed hands the new owner is allowing some of the other businesses to park on his premises.”

Coun Sneath was not in attendance at the meeting which heard that she did support the officer’s recommendations but it wasn’t clear if she knew about the change of hands of the garage.

A council spokesman told the meeting: “There’s currently no restrictions but the local member raised an issue about businesses parking throughout the day along the road and obstructing passage for traffic, particularly HGVs and obstructing visibility with the junction at Enterprise Way.

“We visited the site a few times and identified the issues raised. We believe the restrictions will enable access for traffic into the cul-de-sac and the limited waiting bays will provide short term parking for visitors and turnover of spaces for those.

“Enterprise Way is a carriageway of sufficient width to support on street parking and permit schemes are generally reserved for residential areas so it doesn’t meet the current guidance.”

Coun Newton said: “We certainly don’t want to drive anyone on to Enterprise Way.

“I know it’s a wide road and a thoroughfare but it’s a rat run from the A16 into Spalding town centre, so one vehicle parked on there, would really cause major problems.

“I’d like to suggest it’s deferred for six months to see if it’s improved.”

Coun Nigel Pepper added: “Sometimes with the passage of time situations do change and it looks like it has here for the better.”
