As a result, South Holland District Council’s planning committee is recommended to approve permission for a 39-home Benchmark Properties development on land off Low Lane, Holbeach, and the principle of 38 homes in Milestone Lane, Pinchbeck, when it meets on Wednesday (March 29).
A report on the Holbeach application said: “It is not considered that there are any adverse impacts that would significantly and demonstrably outweigh the benefits of delivering houses in this location. Hence, in this instance the presumption in favour of sustainable development is considered to apply and the proposal as amended is considered acceptable.”
A similar conclusion is made regarding the Pinchbeck plan.
The Holbeach application will include six “affordable” homes and a £113,070 contribution to education and £8,299.20 towards off-site open space provision.
The plans originally led to 16 objections and a 30-name petition, many saying it was not the right area for development. A series of amendments were made, but 13 further objections followed, many saying the previous problems remained.
Councillors have previously said the site is unsuitable for housing due to traffic noise from the A17.
The Pinchbeck application, made by Mr and Mrs R Hart, would see the site of a vehicle repair workshop, stables and paddocks built upon.
It has seen 49 individual objections, many concerned with highways safety. The parish council objected similarly. Lincolnshire County Council Highways has called for conditions to ensure safety.
The emerging local plan is due to go out to public consultation next month.
