Lincolnshire Council set as name for new authority that will oversee this area

Lincolnshire Council is the name of the new authority set to replace the county and district councils in two years time.

The eight current district and county councils will be abolished in 2028 in the biggest shake-up of local government in more than 50 years, writes Local Democracy Reporter Jamie Waller.

The approved plan, put forward by the City of Lincoln Council, will create an expanded Lincoln, taking in neighbouring parts of West Lindsey and North Kesteven.

A letter from the government to council leaders has confirmed that this will be known as Lincoln Council.

A second authority covering the rest of the county will be called Lincolnshire Council.

There will be 65 councillors on the Lincoln authority, and 100 on the Lincolnshire body – less than half of the county’s current number.

The new authorities will deliver all services for residents in the area, rather than them being split across two tiers in the current model.

The government hopes that this will be cheaper and more efficient, as well easier for residents to understand.

A letter to council leaders from Beatrice Andrews, co-deputy director for Local Government Reorganisation, lays out the next steps.

“Your councils will remain responsible for services in your areas until they are abolished on 1 April 2028 and will be under a duty to co-operate with each other and with the new councils,” it says.

“The Order provides the transitional arrangements, with the core of that being elections to ‘shadow’ councils in 2027 and providing them with preparatory functions, including the preparation of budgets and plans, to enable the assumption of local government functions and powers on April 1, 2028.”
