Plan for Quadring homes refused for a second time

A bid to build homes on a site in Quadring has been refused for a second time.

Seagate Homes had looked to put 29 dwellings on the site off St Margaret’s.

Outline permission was granted for the land before but had lapsed, a meeting of South Holland District Council’s Planning Committee was told.

That permission was only granted on the land that’s outside the proposed development of Quadring because, at the time, the council did not have a five-year supply of land, planning officer Dan Allen stated.

The authority does now have that supply, so at last night (Wednesday’s) meeting officers recommended refusing the application as the Planning Committee did when it came before them for 36 homes in November 2022.

Mr Lee Russell of Seagate Homes told the committee the developer had come back with a proposal that met the previous reasons given for rejection.

“It has a 15-year history of planning permissions,” he said.

Several councillors said they struggled to see why it was being recommended for refusal after in 2022 officers had initially recommended the 36 homes be passed.

“The applicant has gone away and amended the properties and lay out, and really as a scheme, it’s among the better ones we receive these days,” said Coun Bryan Alcock. “I realise it’s technically outside the area for development, but with its history and the officers’ recommendation last time, I don’t understand why we’re looking at refusal.”

But the majority of councillors voted to refuse the application.

Coun Chris Brewis said: “Quadring Parish Council’s objections are very apt (about it being in open countryside) and there’s a lack of Section 106 payments.”
