LETTER: Someone will be badly hurt

This morning I came across at least four cyclists, that I did eventually see, without any lights front or rear, and more without one or the other front or back.
I thought this was a legal requirement in the hours of darkness (Law RVLR regs 13, 18 & 24).
Also ignoring traffic light signals and changing direction quite often across the front of you without any warning.
I usually cycle 100 miles a week, drive a car and an HGV to and from the local workshops.
I see numerous cyclists going past the yard entrance in darkness and having near misses on this industrial estate with cars and trucks, with the truck and car drivers usually getting the blame if any issues occur.
There is enough pressure within the transport industry/owners/operators/drivers, or the lack of, without stupid individuals riding to work in the dark without lights.
Our vehicles would not leave the yard without their lights working and rightly so.
So why can numerous individuals flaunt the law daily putting motorists in such unnecessary danger?
They are breaking the law but nothing seems to be done about this, and God forbid someone will get seriously injured or worse.
