LETTER: Is county council trying to discourage proper claims?

Recently my daughter was unfortunate to receive damage to the suspension of her car when travelling from Pinchbeck to Spalding.

She notified Lincolnshire County Council as the damage was the result of a badly fitting drain cover on the road.
A letter has now been received from the county council (unsigned) enclosing a SEVEN-page report form to complete. However, in the aforementioned letter was the following comment: “The majority of claims brought against Lincs CC are successfully defended.”

I wonder if this sentence or completing a seven-page report are to discourage any claimant to carry on their legitimate request for their expenses to be met.
