The final phase of a Quadring development has been submitted to planners.
The Crossroads Nurseries site has been developed and the last 14 homes will be built on land currently occupied by glasshouses and concrete yards.
Outline permission was granted by South Holland District Council in 2019 for up to 60 homes on the site which was allocated in the Local Plan.
A further reserved matters application was granted for nine homes, phase one of the development, in 2021.
In September 2022 the full application was submitted for 59 homes, described as phase two of the plan.
The current submission proposes that three, two-bedroom homes are offered at 70 per cent of market value as part of a Section 106 condition. The number equates to 21.4 per cent delivery, lower than the usual ‘about 25 per cent’ required.
“Whilst a viability assessment is not considered proportional in both time and cost to a small scheme such as this it is relevant to point out that this remaining part of the site has significant and obvious abnormal costs to be addressed,” says a report.
The removal of the glasshouses and reinforced hardstanding is given as an upfront cost.
“The village of Quadring has seen an above average delivery of affordable housing in recent years and is becoming increasingly difficult for developers within the district to secure any interest from registered housing providers for Section 106 units,” says the application.
“The type of affordable housing delivery proposed will ensure delivery and will enable people with local connection to purchase a brand new energy efficient home close to the village centre,” the report says.
“The delivery of housing on the larger site has been consistent and is meeting the delivery targets identified in the Local Plan which, unfortunately, is not the case in many other settlements in the district despite being half way through the current plan period,” it adds.
Seven of the new homes will have direct access to Nursery Lane with seven in a cul-de-sac.
The horticultural business which previously occupied the entire site is relocating to premises in Quadring where it can expand.
“It is considered that this proposal is straightforward and a logical final phase of development which will deliver a diverse range of accommodation and dwelling styles,” the report concludes.
South Holland District Council will make a decision on the application in the new year.
