Application for 434 new homes

Plans for more than 400 new homes in Spalding have been submitted to South Holland District Council.

Seagate Homes is looking for full permission for 160 dwellings and outline for another 274 on land off Monks Lane in the town.

The application relates to land which has vacant buildings of the former Monks House Bulb Company and is already earmarked for new homes under the Local Plan.

The total number of affordable homes created by the developer should be 25 per cent, so 108, but that number is not ‘financially viable’ claims the developer.

A design and access statement submitted to the district council along with the application says the old building will be demolished to make room for the redevelopment.

The ‘hybrid’ application sees full permission requested for the first 160 dwellings and associated infrastructure.

“The principle of residential development has been established through the successful promotion and inclusion of the site in the local plan and the open spaces, housing mix, landscaping, parking provision, and drainage are all in accordance with the prevailing local plan policies,” says the document.

The first two phases of the development will see the 160 homes which will include 58 two-bed and 65 three-bed on the site.

“A new sense of place will be created within the site and the resulting scale will reflect the variety of discrete areas within the development. The scale of the development along the site frontage is comparable with the existing development along the eastern side of Monks House Lane, being mainly detached dwellings in spacious plots,” says the statement.

“The site lies on the edge of the settlement and in time it is assumed that a school will also be constructed on land to the south on the Bourne Road junction,” the report says.

It also makes reference to the Spalding Western Relief Road which will pass through the west and north of the site if it is ever funded and completed.

Infrastructure requirements for developing the land, according to the 2019 local plan, includes a new secondary school, ‘health care provision’ and a need for ‘primary education enhancement.’

The first phase will be served with an access road from almost half way along the site frontage to Monks House Lane.

A separate financial viability report outlining the social housing issue, was not available at the time of going to press.
