LETTERS – How can I make a decision?

Being a postal voter, I received my paperwork for the PCC election being held on May 2.
The only things on the form about the candidates is their names and the political parties they represent. Most, which I totally understand the reason for, have omitted to add their address.
It may be just me but if I am voting for the most suitable candidate, they need to be the best person for the job, not just because they belong to a particular political party, that has no bearing on the suitability to perform the task.
Without any information on the candidates credentials, how am I or anyone else be able to make the considered decision?
If the election is going to be a lottery, what is the point in holding the election?
