A controversial bid to build 35 homes off Milestone Lane in Pinchbeck have been recommended for final approval.
An outline application for the works was approved back in 2016 with developers Postland Developments now looking to finalise building it and its access.
The land is a former car workshop and farmyard and is outside the settlement boundary of Pinchbeck.
But South Holland District Council’s Planning Committee has been recommended to pass the application when it comes before it next week.
Pinchbeck Parish Council has numerous objections as have parish councillors including planning committee chairman Coun James Avery.
“Outline permission was granted at a time when SHDC did not have a five-year housing supply. It now has a greater than five-year supply.
“The applicant has not sufficiently proven that the element of the proposal located in the countryside is necessary in this location, so I question the need for 36 properties and regard it to be over development.”
Hundreds of public objections have been received over various submissions with particular concerns over the effect on local roads, though Lincolnshire County Council Highways has not objected.
The report by planning officer Polly Harris-Gorf states the authority currently has a supply for 5.9 years but should give itself a “20 per cent buffer” and the outline permission was sufficient for establishing the right to build.
“Overall it is considered that planning balance is in favour of the proposal,” the report states.
